ICPC Chairman Musa Aliyu outlined a three-pronged strategy for combating corruption: enforcement, prevention, and public awareness, while Sawyerr highlighted the importance of technology in reducing corruption risks.

The Chairman of the Economic and Financial Crimes Commission (EFCC), Ola Olukoyede, has raised concerns over the growing presence of foreign fraud syndicates in Nigerian cities, where they are recruiting youths into organized cybercrime, including cryptocurrency fraud.

EFCC spokesperson Dele Oyewale disclosed this in a statement on Thursday in Abuja, noting that Olukoyede made the revelation while addressing participants of the Executive Intelligence Management Course (EIMC) 18 at the National Institute for Security Studies (NISS) on Wednesday.

Olukoyede expressed alarm over how insurgents and criminal groups have sustained their operations in Nigeria, citing the influx of small arms, illegal mineral exploitation, and the activities of non-state actors as compounding security threats.

“A recent and alarming discovery is that organized foreign fraud syndicates are establishing cells in Nigerian cities, recruiting young Nigerians into cybercrime, including cryptocurrency fraud,” he said.

According to him, investigations suggest that these groups may also be involved in smuggling arms into the country, using cryptocurrency as a means of payment.

During a recent special operation in Lagos, the EFCC arrested 194 foreigners in a building on Victoria Island. “The suspects included Chinese, Filipinos, Eastern Europeans, and Tunisians. Some lacked valid visas, and most of their financial transactions were conducted through cryptocurrency,” he revealed.

The commission also found that several of those arrested were ex-convicts in their home countries who had fled to Africa, establishing criminal cells across the continent.

Olukoyede called for stronger national and continental efforts to tackle internet fraud, emphasizing the need for security agencies to collaborate in addressing money laundering and threats to national security.

Earlier, NISS Commandant Joseph Odama, represented by Director of Studies Hyginus Ngele, commended Olukoyede’s leadership of the EFCC. He noted that the commission’s achievements in combating corruption and financial crimes had strengthened Nigeria’s global reputation.

Odama also acknowledged the EFCC’s role in exposing financial networks that fund hostile non-state actors, fueling instability in Nigeria and other parts of Africa. He urged deeper collaboration in strengthening legal and institutional frameworks to combat such threats while ensuring transparency and accountability.

The Petroleum Products Retail Outlet Owners Association of Nigeria (PETROAN) has initiated discussions with the Nigerian government to address the N100 billion bridging claims owed to petroleum marketers, aiming to prevent a nationwide shutdown.

PETROAN President, Billy Gillis-Harry, made this known in a statement on Wednesday, following a seven-day ultimatum issued by the Independent Petroleum Marketers Association of Nigeria (IPMAN) to the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) over the unpaid claims.

In an update, PETROAN emphasized its intervention to facilitate a swift resolution of the debt, warning that a shutdown of the sector could lead to fuel scarcity, economic instability, and hardship for Nigerians.

Gillis-Harry called on IPMAN and other industry stakeholders to collaborate in pushing for the settlement of the outstanding claims.

“The Petroleum Products Retail Outlet Owners Association of Nigeria (PETROAN) has taken steps to ensure the payment of pending bridging claims. We urge our members to remain operational while engaging in constructive dialogue with the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA),” he stated.

He reiterated PETROAN’s commitment to fostering stability in the downstream petroleum sector through cooperation and innovative solutions.

"This issue affects not only our members but the entire industry and the Nigerian economy. We call on all stakeholders to unite in advocating for a swift resolution to this matter,” he added.

Earlier, IPMAN had threatened to halt operations if the government failed to settle the outstanding N100 billion bridging claims within seven days.

The Abia State government plans to amend its laws on expired drugs to impose stricter penalties, including imprisonment, for those selling counterfeit, expired, and unregistered medicines.

Governor Alex Otti, represented by his Chief Press Secretary, Ukoha Njoku, issued a stern warning to traders during a meeting in Aba with NAFDAC officials and market representatives. He urged them to report illegal drug activities or risk severe consequences, including having their properties sealed.

NAFDAC Zonal Director, Martins Iluyomade, announced that shops not involved in illegal sales would be reopened, while those linked to counterfeiting would remain shut until their owners are identified. He also lamented that traders in Eziukwu market had rejected free NAFDAC registration aimed at legitimizing their businesses.

Abia’s PCN Director, Ngozi Nzenwata, called for government support in establishing a Medicine Mart to regulate pharmaceutical sales. Aba South LGA Chairman, Anyanwu Obialor, pledged to collaborate with the government and NAFDAC to enforce strict penalties, including revoking shops engaged in illegal sales.

Market leaders expressed appreciation for the reopening of some shops and promised to cooperate in curbing counterfeit drug sales.

The detained leader of the proscribed Indigenous People of Biafra (IPOB), Nnamdi Kanu, has petitioned the Chief Justice of Nigeria (CJN), Justice Kudirat Kekere-Ekun, urging her to direct the Chief Judge of the Federal High Court, Justice John Tsoho, to reassign his case to another judge with proper jurisdiction.

In a letter to the CJN, Kanu’s legal team, led by Aloy Ejimakor, argued that Justice Binta Nyako, who is currently presiding over the case, had already recused herself following Kanu’s allegations of bias. Kanu is facing seven counts of terrorism-related charges brought against him by the Federal Government. Ejimakor argued that legal principles dictate that once a judge recuses themselves, they are disqualified from further involvement in the case.

He urged the CJN’s administrative intervention to ensure that the case is reassigned. “Once a judge voluntarily recuses themselves, the immediate legal consequence is that they are disqualified from further proceedings. A decision or order of recusal is akin to a ruling on jurisdiction and cannot be reversed arbitrarily,” Ejimakor stated. Ejimakor also stressed that public perception and judicial integrity are at stake, warning that assigning a case to a judge who had recused themselves could erode confidence in the judiciary.

“Public trust in the courts is crucial. If a judge unilaterally resumes a case after recusal, it creates a perception of partiality and undermines confidence in the judicial process,” he stated.

The Economic and Financial Crimes Commission (EFCC), Lagos Zonal Directorate, has arraigned Jude Okoye Chigozie, former manager and elder brother of Paul and Peter Okoye of the defunct P-Square music group, on charges of money laundering.

Okoye, alongside his company, Northside Music Ltd, appeared before Justice A.O. Owoeye of the Federal High Court in Ikoyi, Lagos, on February 26, 2025. The EFCC filed a seven-count charge against him, alleging involvement in money laundering amounting to N1.38 billion, $1 million, and £34,537.59.

One of the charges states that Okoye and his company, in 2022, acquired a property worth N850 million in Parkview Estate, Ikoyi, Lagos, knowing it was linked to proceeds of unlawful activity. Another charge accuses them of converting $1,019,762.87 through a bureau de change and distributing the funds across multiple bank accounts to conceal its illicit origin.

Okoye pleaded “not guilty” to all charges. While the prosecution counsel, L.P. Aso, requested a trial date and for Okoye to be remanded in a correctional facility, the defense counsel, Inibehe Effiong, sought bail and asked that Okoye be kept in EFCC custody pending the bail hearing. The prosecution objected, citing overcrowding in EFCC holding cells.

Justice Owoeye ruled that Okoye be remanded at Ikoyi Correctional Centre and adjourned the bail hearing to February 28, 2025, with the trial set to commence on April 14, 2025.

Former U.S. President Donald Trump announced plans on Tuesday to introduce a new "gold card" residency permit, offering a fast-track route to U.S. citizenship for wealthy individuals willing to pay $5 million.

Speaking from the Oval Office, Trump explained that the initiative aims to attract job creators and help reduce the national deficit. "We’re going to be selling a gold card. You have a green card, this is a gold card. We’re putting a price of about $5 million on it," he told reporters.

Trump, who has prioritized mass deportations of undocumented migrants in his second term, stated that the new permit would be a means for affluent individuals to live and work in the U.S. "A lot of people want to be in this country, and they’ll be able to work, provide jobs, and build companies," he added.

Sales of the residency permits are set to begin within two weeks, with Trump estimating that up to one million could be issued. "We have it all worked out legally," he assured.

When asked whether Russian oligarchs would be eligible, Trump did not rule out the possibility. "Possibly. I know some Russian oligarchs who are very nice people. They’re not as wealthy as they used to be, but I think they can afford $5 million," he remarked.

Since Russia’s invasion of Ukraine three years ago, many oligarchs have been subject to Western sanctions. Meanwhile, Trump has stirred controversy in Europe by initiating talks with Russia to end the war, raising concerns about his approach to Ukraine.

Although lifting sanctions on Russia is not currently under consideration, Trump suggested it could happen "at some point."

U.S. Commerce Secretary Howard Lutnick, who stood beside Trump during the announcement, said revenue from the "gold card" sales could be used to reduce the national deficit.

Trump, known for branding luxury properties, even entertained the idea of naming the program after himself. "Someone asked, ‘Can we call it the Trump Gold Card?’ I said, ‘If it helps, use the name Trump,’" he joked.

The National Agency for Food and Drug Administration and Control (NAFDAC) will today, February 26, lift the seal on sections of Ariaria International Market, Eziukwu Market, and Tenant Road drug markets in Abia State. These markets were previously shut down due to alleged involvement in the sale of fake and expired drugs.

However, according to government sources, any shop found guilty of such activities will remain sealed.

The decision to reopen the markets follows extensive negotiations between NAFDAC and Governor Alex Otti.

In a statement released by his Chief Press Secretary, Ukoha Njoku Ukoha, Governor Otti emphasized that those involved in the distribution of counterfeit drugs would face strict penalties.

The statement read:

"After extensive discussions with NAFDAC at the highest level, Governor Alex Chioma Otti has secured the agency’s commitment to reopen sections of Ariaria International Market, Eziukwu Market, and Tenant Road Drug Market that have been investigated and cleared of involvement in the sale of fake, expired, or adulterated drugs."

"The reopening will be conducted by the NAFDAC Director, South-East Zone, on February 26, 2025. However, any shops found guilty of engaging in illegal drug activities will remain sealed until the culprits are brought to justice."

The Abia State Government reiterated its zero-tolerance policy toward the sale of harmful substances, pledging continued collaboration with NAFDAC to rid the state of counterfeit drugs and ensure offenders face the full weight of the law.

NAFDAC has intensified its crackdown on counterfeit drug markets across the country, recently seizing truckloads of fake pharmaceuticals from Aba, Onitsha in Anambra, and Idumota in Lagos. The agency has vowed to take decisive action against those involved in the trade of expired and adulterated products.

Atalanta co-owner Stephen Pagliuca has defended Ademola Lookman following head coach Gian Piero Gasperini’s criticism of the winger.

Gasperini had publicly blamed Lookman for missing a crucial penalty in Atalanta’s 3-1 home defeat to Club Brugge, labeling him "one of the worst penalty takers." Lookman later described the remarks as "disrespectful."

However, Pagliuca stated that the issue has been resolved within the club.

“We want to move past this situation, and I believe we have, especially after our 5-0 victory against Empoli,” Pagliuca told Gazzetta dello Sport.

He added, “Gasperini made a mistake by singling out an individual. At Atalanta, alongside the Percassi family, our policy is clear: when things don’t go as planned, we take collective responsibility and focus on improving.”

The Minister of Interior, Dr. Olubunmi Tunji-Ojo, has clarified that Nigeria’s Visa-on-Arrival (VOA) policy has been upgraded, not scrapped, as previously reported.

Speaking after a closed-door meeting with the Presidential Enabling Business Environment Council (PEBEC) in Abuja, Tunji-Ojo addressed concerns over the policy changes. His remarks were echoed in a statement issued by PEBEC Director-General, Princess Zahrah, who emphasized the government’s commitment to streamlining business processes and reducing bureaucratic hurdles.

The minister explained that while the VOA policy remains in place, new regulations now require pre-arrival clearance from Interpol, criminal record systems, and other security agencies in real time.

“The Visa-on-Arrival process is not being scrapped; it has been upgraded for greater efficiency and security. Travelers will still be able to apply online for short-stay visas, with approvals granted within 24 to 48 hours," Tunji-Ojo stated.

He added that once approved, visas would be sent directly to applicants via email, eliminating the need for a physical sticker upon arrival.

“This enhancement will streamline the process, reduce inefficiencies, and improve automation, ensuring better control over the movement of travelers. It is another step towards creating a more business-friendly environment and attracting foreign investment,” he said.

A hearing-impaired man, Kuma Haruna, has taken his former lover, Malma Bilkisu, to a Shari’a court in Kaduna State, seeking the return of his N100,000 savings, which he claims she refuses to repay.

Haruna’s brother, Abubakar, testified in court that Haruna had been entrusting his money to Bilkisu for safekeeping. However, when he requested the funds, she claimed to have only N80,000, significantly less than the N175,000 he estimated.

The dispute was initially brought before a Shari’a court in Rigasa, where Bilkisu presented N80,000, but Haruna refused to accept it. The judge proposed that both parties swear on the Quran, but they never returned to finalize the case.

Now, the matter has been refiled in a different Shari’a court, which has adjourned proceedings until March 17, when Bilkisu’s lawyer is expected to present her defense.

In addition to the financial dispute, Haruna is also seeking justice over Bilkisu’s alleged failure to fulfill her promise to marry him.

Authorities have launched an investigation into the incident, vowing to ensure that anyone found guilty will face legal consequences.

The Speaker of the Lagos State House of Assembly, Princess Mojisola Meranda, may step down, potentially making way for David Setonji or Wale Rauf to assume the role.

This follows intervention efforts by key political figures, including former APC National Chairman Chief Bisi Akande, ex-Ogun State Governor Aremo Olusegun Osoba, and Chief Pius Akinyelure, Chairman of the NNPC Limited Board.

Meranda made history as the first female Speaker on January 13, following the removal of Mudashiru Obasa, who was accused of corruption, abuse of office, and high-handedness. However, Obasa has challenged his removal in court, claiming due process was not followed.

Sources indicate that political stakeholders met with House members over the weekend, with another meeting expected soon. Speculation suggests that Meranda may return to her former role as Deputy Speaker, while either Setonji (Badagry 2) or Rauf (Amuwo Odofin 2)—both from Lagos West—could be the next Speaker.

Setonji, the House Chief Whip, has been a lawmaker since 2015, while Rauf joined in 2019. The push for a Lagos West Speaker stems from a need for regional balance, as Governor Babajide Sanwo-Olu and Meranda both hail from Lagos Central, leaving Lagos West without a top leadership position.

Despite this, 36 out of 40 lawmakers passed a vote of confidence in Meranda on February 17, supporting her continued leadership. However, the House has adjourned indefinitely, allowing room for further negotiations.

The Dangote Petroleum Refinery has enough Premium Motor Spirit, otherwise known as petrol, in storage to sufficiently meet the local needs of Nigeria, according to the President of Dangote Industries Limited, Aliko Dangote.

Speaking at the weekend, Dangote disclosed that the oil refinery has “more than half a billion litres of petroleum and over 600 billion Naira worth of products in its tanks. Dangote said, “…as we speak right now we have more than half a billion litres. The Refinery is producing enough refined products, like gasoline, diesel, and kerosene, to meet 100 per cent of Nigeria’s requirements.

Speaking after a tour of the Refinery complex by a Zambia Government delegation, led by the country’s Minister of Energy, Mr. Makozo Chikote, Dangote stated that the refinery project, like other projects in the past, is not for Nigeria alone. “This refinery is not only for Nigeria; it is for Africa. We must sustain the African Continental Free Trade Area (AfCFTA) deal. We are trying to see how we trade with other African countries.

The Zambian Minister of Energy said his takeaway from the Dangote Refinery working visit was that the President, Aliko Dangote, is truly focused on the bigger picture for Africa. Chikote, who led a delegation of energy experts to the Dangote Petroleum Refinery to partner Zambia on energy solutions, expressed satisfaction and readiness to work with the African manufacturing giant.

After a tour of the Dangote complex at the Free Trade Zone, Ibeju Lekki, starting from the Single Point Mooring to the Dangote Jetty, the biggest fertiliser plant in Africa and the 650,000bpd largest single-train refinery in the world, the Minister enthused that the presentation by the Vice President, Oil and Gas of Dangote Industries Limited, Mr. Edwin Devakumar, made their hearts “jump”. He stated that the presentation speaks to the challenges of his country, Zambia.

The Speaker of the House of Representatives, Hon. Abbas Tajudeen has urged stakeholders to explore alternative funding sources for education in Nigeria, emphasizing the need to reduce over-reliance on government resources. Speaking at the 31st and 32nd Annual General Meeting of the Zaria Education Development Association (ZEDA) in Kaduna State on Saturday, Speaker Abbas highlighted Public Private Partnerships (PPPs) and endowment funds as viable solutions to drive sustainable growth in the education sector. His remarks came as he was honored by ZEDA for his ‘service to humanity.’

“Diversifying funding streams is critical,” Abbas stated. “By establishing endowment funds or engaging in public private partnerships, we can reduce our reliance on government funding. Successful models in countries such as Denmark and Ireland have demonstrated that diversified funding can drive long-term, sustainable growth in the education sector.” He underscored that human capital development remains the cornerstone of national progress, citing global examples such as Japan, Singapore, Switzerland, Taiwan, Luxembourg, Ireland, and Denmark. These nations, he noted, achieved remarkable progress not through natural resources alone but through strategic investments in education, training, and innovation.

“Nigeria, blessed with vast natural resources, must equally prioritize the development of its people to realize its full potential,” he added.

Zaria’s Educational Heritage and New Initiatives

The Speaker praised Zaria’s historical contributions to Nigeria’s intellectual and professional landscape, citing its educational legacy dating back to the 16th century. He highlighted Ahmadu Bello University and other institutions as pillars of learning that have significantly shaped the country’s academic and professional communities.

As part of efforts to enhance learning in Kaduna State and beyond, Speaker Abbas announced several new educational initiatives for his constituency. These include the establishment of a Federal College of Education, a College of Health Sciences, a National Open University of Nigeria campus, and a College of Legal Studies.

“Once fully established, these institutions promise to extend significant educational and socio-economic benefits to our community,” he stated.

Challenges in the Education Sector

While celebrating progress, Speaker Abbas emphasized the need to address pressing educational challenges, particularly in primary and secondary education.

“The foundation of any thriving educational system rests upon robust, accessible, and quality basic education. Issues such as out-of-school children, those with special needs, and the overall quality of education demand urgent attention,” he said.

Commending Kaduna State Governor Uba Sani for constructing over 62 new secondary schools, he noted that the initiative had significantly reduced the number of out-of-school children and addressed critical infrastructure deficits.

The Role of Technology and Legislative Agenda

Speaker Abbas urged ZEDA to integrate technology into education, drawing inspiration from global models like the United Kingdom’s Education Development Trust and Singapore’s Agency for Science, Technology, and Research. He stressed that leveraging digital innovation could transform how educational outcomes are monitored, enhance teacher training, and expand access to learning resources.

“In the House of Representatives, our Legislative Agenda aligns with these priorities. We remain committed to advancing universal basic education, enhancing secondary and technical education, and integrating innovative reforms to address both current and future challenges,” he assured.

Recognition and Closing Remarks

The Grand Patron of ZEDA, His Royal Highness, the Emir of Zazzau, Malam Ahmed Nuhu Bamalli, CFR, LLD, lauded Speaker Abbas and other prominent figures for their contributions to the development of Zaria. He reiterated the importance of ZEDA in advancing education in the region and called for continued support from stakeholders.

As Nigeria grapples with the complexities of education funding, Speaker Abbas’s call for alternative sources such as PPPs and endowment funds could pave the way for a more sustainable and effective education system in the country.

Osun State's recent local government elections have been met with commendation from Hon. Bamidele Salam, who lauded Governor Ademola Adeleke for his leadership and the peaceful conduct of the polls. In a statement issued shortly after the elections, Hon. Salam, who represents Ede North, Ede South, Egbedore, and Ejigbo federal constituency at the National Assembly, praised Governor Adeleke’s resilience and composure throughout the electoral process. He noted that the governor’s handling of challenges and provocations ensured a free and fair election.

“Governor Adeleke has proven to be a true man of peace, exemplifying the dedication to selfless service that the people of Osun State need,” Hon. Salam stated. “His leadership through this election process stands as a testament to his commitment to fostering unity and progress for all.” He further highlighted the significance of the voter turnout, describing it as a clear endorsement of Governor Adeleke’s administration over the past two years.

Hon. Salam, who also leads the Osun caucus in the House of Representatives, extended his appreciation to the Osun State Independent Electoral Commission (OSSIEC) for its steadfastness and professionalism in organizing the elections despite the challenges encountered. He also commended the electorate for their peaceful and orderly participation, which contributed to the seamless execution of the polls.

As election results are finalized, the lawmaker urged victorious candidates to embrace a spirit of humility and inclusiveness, emphasizing the importance of governance centered on public welfare. “Victory in any election comes with great responsibility,” he noted. “I trust the winners will demonstrate leadership that is inclusive, accountable, and responsive to the needs of the people.”

With the new local government leaders set to assume office, Hon. Salam reiterated the need for collaborative efforts to enhance development and improve the quality of life for Osun residents.

Voting commenced in the Osun State local government election on Saturday morning as scheduled despite prior controversy. The exercise commenced in some local governments as early as 8am, including Ede North Local Government Area where Governor Ademola Adeleke voted.

The governor after casting his vote, described the exercise as peaceful, calling on the people of the state to come out and vote peacefully. Voters were seen casting their votes in some of the polling units, as the exercise moved on seamlessly.

AGF, Police call for suspension

The Attorney General of the Federation, Lateef Fagbemi and the Nigeria Police Force had called for the suspension of the exercise. While the AGF hinged his call on a controversial Court of Appeal judgement which allegedly reinstated the earlier sacked local government chairmen and councillors, the police cited security threat.

According to the justice minister, the Court of Appeal, Akure division, on February 10, 2025, nullified the judgement of the Federal High Court, Osogbo, delivered on November 25, 2022. The AGF said the verdict of the appellate court implied that the All Progressives Congress (APC) local council chairmen formerly sacked by the lower court have been restored.

On its part, the Police said it received credible intelligence indicating a likelihood of violence and significant security threats should the planned elections proceed.

In a statement by its Public Relations Officer, Olumuyiwa Adejobi, the police explained that reports gathered from joint intelligence gathering revealed that various groups, including political elements and other interested parties, are mobilising to instigate unrest, disrupt public peace and undermine the democratic order.
